Brief description: Vladimir M. Cvetkovic is the Assistant Professor at the University of Belgrade, Faculty of Security and has been engaged in scientific research in the field of disaster studies for ten years. He teaches the following subjects: Disaster Risk Management, Protection and Rescue System, Risk Assessment Methodology and Development of Emergency and Other Disaster Management Plans. He has published over 220 research papers and 14 scientific monographs. He participated in more than 50 national and international scientific conference. As the best young scientist in Serbia, he got the Danubius Young Scientist Award for 2017. He is the founder of Scientific Professional Society for Disaster Risk Management in Serbia and Editor-in-Chief of the International Journal of Disaster Risk Management.
Description

Assistant professor, Vladimir M. Cvetković, PhD was born in 1987, in Kragujevac. He finished primary school “Sveti Sava“, Batočina (1994 - 2002) with a grade average of 5.00. He finished the Police High School (2002 - 2006) with a grade average of 5.00 as one of valedictorians. After high school, he started working in the police department of Kragujevac as a police officer. He completed first degree academic studies in at the Academy of Criminalistic and Police Studies, Zemun (2006 - 2010), with a grade  average of 10.00  as a valedictorian and the first student in the history of the Academy who achieved such success. Thereafter, he completed graduate academic studies – Master at the Academy of criminalistic and Police Studies, Zemun (2010 - 2012) with the theme of the thesis: “Management in emergency situations caused by misuse of weapons of mass destruction”, earning the title of Master criminal investigator. During 2016, he defended his doctoral dissertation “Citizen preparedness to respond to a natural disaster caused by a flood in the Republic of Serbia” at the Faculty of Security Studies, University of Belgrade.

In 2011, he interned at the Department of Emergency Situations. In 2012, he completed basic course for firefighters - rescuers during a period of 4 months, with an average of 5.00 (five) in the Directorate for Emergency Situations of the city of Belgrade earning a certificate for firefighter – rescuer. He also passed a professional exam for fire protection with higher education (2012). In 2014, he completed basic specialized course for inspectors in the field of civil protection and risk management. In 2005, he became a 1st Dan Black Belt holder in Japanese Jujutsu; he holds diploma for E class radio amateur, Sremska Kamenica, 2004. In elementary school, he received 6 special diplomas for exceptional achievements in competitions in: physics, history, Serbian and German languages, biology and technical education. He has three certificates: “Future Leaders Training” (Andermatt, Switzerland, Geneva Center for the Democratic Control of Armed Forces), 2011; “Weapons of Mass Destruction Crime Scene Operations Course”, United States of America, Department of Defence International Counterproliferation Program, 2011; Sixth Regional Course in “International Humanitarian Law”, BU Faculty of Political Sciences, 2009.

 Teaching experience

Since 1.1.2011, he was employed at the Academy of Criminalistic and Police Studies as an associate in teaching for the subjects “Security in emergency situations”, “Prevention and suppression of fires, explosions and accidents” and “Risk management in the system of protection and rescue”. After his employment at the Academy of Criminalistic and Police Studies in 2011, at the session of the Security Studies Department he was elected for a secretary of the Security Studies Department and he held the position until 2014. From 2013 to 2016 he worked as a teaching assistant for subjects “Security in Emergency Situations”, “Risk Management in the System of Protection and Rescue”, “Information Systems in Emergency Situations”, “Crisis Management”. During 2017, at the University of Belgrade, Faculty of Security Studies he was elected as a docent for the subject “Risk management in emergency situations”.

Assistant professor Vladimir M. Cvetković, PhD participated in conducting all specific forms of teaching - training during employment at the Academy of Criminalistic and Police Studies: basic police training with first-year students (handling and manipulation of firearms of the Ministry of Internal Affairs); basic police and security training for emergency situations with the students of the second year of undergraduate and professional studies; summer field training at the Teaching center of “Mitrovo Polje” of  the Ministry of Internal Affairs of the Republic of Serbia on Goč Mountain with third-year students of academic studies and second-year students of professional studies. Since March 2017, he has actively participated in the work of the Center for Emergency Situations of the University of Belgrade, Faculty of Security Studies and leads a section for emergency situations designed for students.

 Awards and acknowledgements

During his schooling he has been repeatedly awarded:

  • The ”Danubius Award” for 2017 by the Austrian Federal Ministry for Science, Research and Economy (BMWFW) and the Institute for the Danube Region and Central Europe (IDM) for extraordinary achievements in scientific activity and output in relation to the Danube Region.
  • Award for the best student of the first generation of the Academy of Criminalistic and Police Studies in Zemun, for an average of 10.00, 2nd October, 2010, silver badge of the Academy awarded;
  • Awards for the best student of the third year of the Academy of Criminalistic and Police Studies in Zemun, 2nd October 2009, leather bag awarded;
  • Award for the best student of the second year of the Academy of Criminalistic and Police Studies in Zemun, 2nd  October 2008, laptop  computer awarded;
  • Award for the best student of the first year of the Academy of Criminalistic and Police Stud in Zemun, 2nd October 2007, commendation awarded;
  • Elected at the Municipal Assembly of Lapovo in 2009 as the best student in the history of the municipality and he received a laptop computer as a prize;
  • Awarded with Tissot watch for one of the best cadets with a grade average of 5.00 in the Police High School, Sremska Kamenica;
  • Recipient of a scholarship from the OSCE for the third year of doctoral studies at the University of Belgrade, Faculty of Security Studies, 2015/2016;
  • Recipient of a talent scholarship of the Ministry of Education of the Republic of Serbia - Grant by the Fund for Young Talents of the Republic of Serbia for the undergraduate students of final year (2009/10);
  • Winner of “Eurobank EFG scholarship for the best students of Serbia” within the project “Let’s invest in European values”, due to outstanding achievements in the field of criminal and police-security studies, 2009.

 Scientific papers and projects

Assistant professor, Vladimir M. Cvetković, PhD published more than 200 scientific papers in national and international journals and anthologies, of which 10 scientific monographs and doctoral dissertation. His fields of research interests are disaster, emergency situations, risk management, civil defense and security. He speaks English and German. He participated in the following national and international scientific research projects:

  • International scientific research project “Horizon 2020 project DAREnet - Danube river region Resilience Exchange network targeting the Call topic: SEC-21–GM-2016/2017: Pan European Networks of practitioners and other actors in the field of security“ involving the University of Belgrade, Faculty of Security Studies and other 14 partners from home and abroad. The mission of the project is to create preconditions for objective scientific and practical support to all relevant entities and organizations in charge of natural disaster management (mitigation, preparation, response and recovery) caused by flooding of the Danube River.
  • Scientific research project funded by the Ministry of Education, Science and Technological Development of Republic of Serbia: Development of institutional capacities, standards and procedures for combating organized crime and terrorism in the conditions of international integration (no. 179045), implemented by the Academy of Criminalistic and Police Studies in Belgrade, 2011- 2016;
  • Scientific research project implemented by the Academy of Criminalistic and Police Studies in Belgrade entitled: Management of police organization in preventing and combating security threats in the Republic of Serbia from 2015 to 2018;
