Review of the Input- and Output Data Formats used by EU Crisis Response Organisations

This report addresses data formats commonly used by current EU crisis management and related standards, but also with a view towards other existing and emerging format technologies:

  • Analysis of digital data formats encompass digital map file formats and geospatial data, meteorological data, media streaming, transfer and storage formats, multimedia compression and container formats, messaging formats for emergency information exchange.
  • Commonly used data formats were identified for the categories Data and tactical signs; Library/Database; Layer functions; General user interface devices; Interfaces to communication services; Incident information management functions; Data collection tools and sensor devices.
  • Most commercial-off-the shelve solutions use or are based on proprietary data formats and streaming technologies.

Ongoing development work and royalty free standardisation is an example of a development to be accounted for in the SAYSO specification guidelines. Concerning standardisation, TSO/EDXL-DE is recommended as SA messaging format in the SAYSO specifications. Furthermore, way forward identifies market trends concerning SA-tools and format. An Appendix provides a comprehensive overview of geodata/GIS and emergency data structuring formats.
